My world system is SciFi so it's easy to extrapolate. For a fantasy setting it is obviously different.
There are still things that would need management - characters for example. You would probably have a map of your world (or at least parts of it) - there would be descriptions of the type of magic, what it looks like, what effect it has on others and how it effects the person casting the spell. All of this needs to be consistant.
So the bits in my article about extrapolating current technology are probably irrelevant. The bits about social and political behaviour are still relevant though - as long as humans are involved the patterns would be similar, it seems to have been that way for us from cheiftains to emporers to fiefdoms to our current system - recurring common patterns.
